SUMMARY:
I have been following contracts between the Platte County Commission and the law firm of Graves Garrett LLC. The politically-connected law firm was selected without using any competitive process. As a professional services contract, competitive bids are not required by state law, but good government practices suggest a competitive process like a request for proposals (RFP) or request for qualifications (RFQ) should have been used anyway. Furthermore, the first contract was amended and two additional contracts were approved in Commission "work sessions", which were not recorded, and consideration of the contracts was not listed on the advertised agenda for the meetings.
